Origins In order to solve and eliminate the obstacles to the development of biotechnology and to upgrade biotechnology's competitiveness, the Economic Development Advisory Conference arrived at a consensus in August 2001 to establish The Executive Yuan's One-Stop-Service Office for the Biotechnology Industry. The mission of this office is to handle related consultation services and promotion for the development of the biotechnology industry, so as to construct a complete development environment for the biotechnology industry by using this operation model of integrating each related organization and the resources of academic and research institutes to make Taiwan a vital link in the R&D and commercialization of the international biotechnology industry. Objective The Executive Yuan's One-Stop-Service Office for the Biotechnology Industry is responsible for providing local companies a one-stop omni-service office with the objective of upgrading international competitiveness, and playing a coordinating, assisting, and process-organizing role between the private sector and governmental organizations. The promotion of the One-Stop-Service Office for administration will lower the barriers for companies during business negotiations, reduce inconvenience for companies, and simplify the process flow for biotech-related applications. Organization Structure The Director General of the Industrial Development Bureau is the convener of The Executive Yuan's One-Stop-Service Office for the Biotechnology Industry. The Biotechnology and Pharmaceutical Industries Program Office, MOEA, is responsible for the administrative operation of the One-Stop-Service Office to integrate the resources of each ministry and department, and to coordinate related ministries and departments for the promotion of the biotechnology industry. It is our hope to provide a speedy and convenient service to initially resolve problems and to ensure the management of government service quality, create the characteristics of a business-like government, and bring out a customer-oriented spirit. Scope of Business a. Assist in promoting associated tasks including related laws and regulations; R&D and its applications; technology transfer and its commercialization; education and recruitment; investment promotion and cooperation; and market information and marketing service. b. Provide a policy for development, information on incentive measures, and application procedures. c. Assist in technology development and technology licensing/ transfer. d. Assist in capital raising for investment cases, and hold investment forums for local and overseas companies. e. Assist in the establishment of companies, in organizing management teams, acquiring land, and setting up plants. f. Provide consulting services for manufacturing, marketing, strategic alliances and stock listings (IPO).
